Advocacy agenda addresses hot issues

 

One of ASHRM’s primary strategic goals is a responsive advocacy agenda, designed and implemented in support of the organization’s vision (“safe and trusted health care”) and mission statement (“to advance safe and trusted patient-centered health care delivery, ASHRM promotes proactive and innovative management of organization-wide risk”).

 

To achieve that goal, ASHRM’s 2005 Advocacy Task Force is addressing a number of pressing issues of particular interest to members:

 

- Develop a proactive advocacy agenda that focuses on three broad but critical issues of importance to the future of the profession – patient safety, medical liability reform, and accountability in patient communications.

 

- Respond to regulatory agencies with comments on proposed rules and regulations. Efforts under way include recommendations to the Centers for Medicare and Medicaid Services (CMS) on the proposed interpretive guidelines for informed consent in the State Operations Manual for Hospitals under the Conditions of Participation.

 

- Respond to the Joint Commission on Accreditation of Healthcare Organizations with comments on proposed and/or current standards. Efforts this year have included comments on MS.1.20 (Medical Staff Bylaws requirements) before the Professional Technical Advisory Committee, resulting in successfully delaying the implementation of this standard pending further analysis and field review.

 

- Work on comments about a Notice of Proposed Rulemaking in the Federal Register titled “Civil Money Penalties: Policies and Procedures for Investigations, Imposition of Penalties, and Hearings,” which proposes the bases and procedures for imposing civil money penalties on covered entities that violate any of the HIPAA Administrative Simplification Rules.

 

With support from the ASHRM Board of Directors, the Advocacy Task Force is elevating its contributions and outreach on these and other issues.

 

This summer, ASHRM members and other health care leaders will receive the ASHRM advocacy agenda in a handy “tip card” format via mail and on the ASHRM Web site’s Advocacy page (under the “Resources” blue bar).

 

“Solidifying the ASHRM agenda around key principles has been an important goal for the board this year,” says ASHRM President Pamela Popp. “Communicating and acting upon that agenda on behalf of our members is even more important.”

 

ASHRM Executive Director Elizabeth Summy agrees: “We want our members to know what we stand for and to have the tools and resources to articulate that whenever an opportunity presents itself, whether that be with a health care colleague, member of administration or a legislative leader.”

 


New class of Patient Safety Leadership fellows selected

 

Nine ASHRM members are among 40 health care leaders from hospitals and health systems in the U.S. and Canada selected for the 2005-2006 Patient Safety Leadership Fellowship (PSLF) class.

 

The fellowship is an intensive, yearlong educational program developed by the National Patient Safety Foundation (NPSF) and the AHA’s Health Research and Educational Trust with ASHRM and other partners to focus on ways to enhance patient safety improvement efforts in health care.

Burrell and Terrell also are ASHRM scholarship winners to the fellowship’s tuition-based program.

 

During the program, fellows will participate in face-to-face leadership retreats, self-study educational curricula, online conferencing and site visits.  Fellows meet twice a year and communicate with faculty and program participants through a series of conference calls, e-mail and an electronic bulletin board.

 

At the heart of the program is an individualized project that focuses on advancing patient safety and health outcomes, and is designed to contribute new models of health delivery in the organization and community where each fellow or team of fellows is based.

 

Among the action learning projects planned this year are:

 

- application of tools to enhance team communications using situation briefings in Denver

 

- design of a new hospital centered on patient safety in Trenton, NJ

 

- a five-point plan to improve care transitions in a tertiary care medical center in Boston,

 

- enhancement of an Internet reporting system in Dallas

 

- leveraging physician participation to improve safety culture in Milwaukee, WI.

Plans announced for Sept. 12-14 Bermuda Captive Conference

 

Save the dates of Sept. 12-14 for the Bermuda Captive Conference, presented in part by ASHRM and its affiliated Bermuda chapter.

 

The health care track on Sept. 12 is titled “Growing Your Health Care Captive.” It will focus on the various roles in a captive and provide reinsurance perspectives on identifying and evaluating captive options.

 

Keynote speaker Mindy Estes, MD, CEO of Fletcher Allen Healthcare will discuss her company’s long-term captive experience. Other specific topics presented by ASHRM members will include “Risk Manager’s Role in a Captive: Focus on Enterprise Risk,” “Using Your Captive To Develop Physician Programs,” “Role of the Broker as Respects Their Client’s Captive” and a panel discussion titled  “How To Identify and Get Through Growing Pains.” ASHRM President Pamela Popp will open the session.

 

Discounted registration for ASHRM members is $200 until June 30, $250 thereafter. The event will be held at the Fairmont Southampton Hotel in Southampton, Bermuda. Room rate for participants is $249.

Also, the Third Annual Forum for Hospitals and Health Systems on Captives and Alternative Risk Financing for Medical Liability will be presented July 11 and 12 in Dallas. The forum is presented by the Center for Business Intelligence in association with ASHRM. The special ASHRM member rate for the conference and workshop is $1,095; the member rate for the conference only is $895.

Keep membership, contact info current

 

Is your membership due for renewal? ASHRM mails an invoice one month before payment is due, and then follows up with a second mailed invoice as well as e-mail invoices and other reminders. Occasionally, though, a membership can lapse without a member's knowledge due to oversights in accounts payable, a change in address or other reason. With the Annual Conference approaching, it's especially important to stay current and qualify for member discounts. Members are encouraged to look for that renewal invoice. To confirm the status of membership, contact ASHRM at (312) 422-3980.

 

To ensure delivery of ASHRM publications, members must also provide any updates in home or work address, e-mail or other information. Members can verify current information in the ASHRM Member Directory, accessible from a link on the left side of the ASHRM Web site (http://www.ashrm.org/ashrm/member_apps/directory.jsp). 1 week, 1 location, 2 education programs

 

ASHRM in July is presenting two of its signature education programs in Chicago. Each program, alone or in combination with others being offered the same week, can help health care risk managers’ meet their professional development needs.

  • Patient Safety Curriculum. Session I - Basic Principles of Patient Safety will be offered July 11 and 12 and Session II - Advanced Principles will be offered July 13 and 14.
  • Barton Certificate in Healthcare Risk Management Modules. Essentials and Advanced Forum Modules will be offered July 11-13 and Applications Module will be offered July 13-15. Note: The schedule facilitates completion of Essentials and Applications or Applications and Advanced Forum in one week.

 

Sessions will be at the Wyndham Chicago (www.wyndham.com; 800-996-3426) on Chicago’s Gold Coast near Navy Pier. Attendees must make their own room reservations. Visit www.ashrm.org for the program agendas and registration details.

 

Web site redesigned for Interest Networks

 

ASHRM’s Web site has been redesigned for easier navigation. Now, features can be accessed from the left side of every page. In addition, the new design accommodates ASHRM’s new Patient Safety Interest Network and Risk Financing & Claims Administration Interest Network, which can be found on the right side of the home page.

 

The ASHRM Interest Networks deliver timely content and resources tailored according to risk managers’ primary needs, whether they are focused on patient safety efforts or on traditional risk management issues of risk financing and claims administration. Current ASHRM members may choose to supplement their regular ASHRM membership with either or both of the ASHRM Interest Networks for an annual membership fee of $25 for each Interest Network.

 

Annual Conference details in print, on Web

 

Details about ASHRM’s “Silver Celebration” Annual Conference & Exhibition set for Oct. 23-26 in San Antonio, TX, have been announced in a brochure sent to all members in early May. The information also has been posted on www.ashrm.org. The brochure and Web page include details about keynotes, education sessions and instructions on how to reserve hotel rooms. (This year, housing reservations are not being made by calling the hotels but rather via the Annual Conference Web page. Also, attendees wishing to stay at the Marriott San Antonio Riverwalk should indicate Housing Code: SAM, not HYR, on the housing form included in the conference brochure.)

 

In addition, the brochure and Web page include information about the Essentials Module of the Barton Certificate program Oct. 19-21, Patient Safety Curriculum Session III Oct. 21 and 22, and ASHRM’s CPHRM Exam Prep Course Oct. 22 and 23.

 

Audio conference covers ‘Rapid Response Teams’

 

A case study of the implementation of one initiative in the Institute of Healthcare Improvement’s “100,000 Lives Campaign” (deployment of “Rapid Response Teams” in an ICU department) was a highlight of ASHRM’s April 19 audio conference titled “Performance Initiatives in Patient Safety.” The program profiled the array of patient safety measures promoted by various organizations.

CHAPTERS

 

New earlier date for annual workshop

 

ASHRM will host its annual Chapter Leadership Development Workshop from noon-3 p.m. Sunday, Oct. 23, in San Antonio, TX, the first day of ASHRM's 2005 Annual Conference & Exhibition. The workshop was moved to a new day and time, based on feedback from chapter leaders. This year's program has been expanded to three hours and will include presentations designed to help chapter leaders maintain and improve their chapters. It also provides a great networking opportunity for chapter volunteers to share their experiences with others in leadership. All chapter presidents, presidents-elect and past presidents are invited to attend.

Recruitment campaign ends July 31

 

ASHRM is offering its affiliated chapters a chance to help ASHRM grow and to earn valuable incentives for their chapter with its 2005 Chapter Recruitment Campaign. For each local chapter member who joins the national organization during the campaign, the chapter will receive a $25 rebate in honor of ASHRM’s 25th anniversary in 2005.

In addition, the chapter that attracts the most new members (as a percentage of the chapter’s size) to ASHRM during the campaign will be awarded a cash prize of $1,000.

 

The campaign runs Jan. 1-July 31, 2005. Any chapter member who joins the national organization during that time will be eligible for the rebate. Chapter members may join ASHRM by filling out an online application at www.ashrm.org or may call ASHRM at (312) 422-3980 to receive an application.

Application, test appointment can be done online

 

Online application for the Certified Professional in Healthcare Risk Management

(CPHRM) credential allows candidates who pay by credit card to apply for the examination and schedule an appointment to test in one visit. This tool may be used for computer-based testing only.

 

The steps are easy: 1) visit www.goAMP.com, 2) click on “Candidates,” 3) select the “Healthcare” category, 4) select the “AHA Certification Center” program, 5) select the CPHRM examination application, 6) select “Register for Exam," 7) log-in as a new user to create a certification profile, and 8) follow the prompts to enter application information, eligibility and payment information, then schedule the exam.

 

Preparing for the CPHRM Exam

 

ASHRM’s CPHRM Examination Preparation Course is an engaging and comprehensive overview of material corresponding to the six content areas of the exam. ASHRM’s next course will be held Oct. 22 and 23 immediately preceding the Annual Conference & Exhibition in San Antonio. Course registration details are included with conference information at www.ashrm.org.

 

The CPHRM Examination Study Guide (3rd Edition) covers exam content in a flexible format to meet the needs of anyone who has not yet purchased a study guide or does not plan to take a CPHRM Examination Preparation Session. Content was adapted from the Risk Management Handbook for Health Care Organizations (4th Edition). Also, practice tests in the study guide correspond with the CPHRM content outline.
