ASHRM'S 2001 Advocacy Initiatives

The most important type of advocacy in ASHRM is to vote in
the 2002 election. Ballots have been mailed, and all members in
good standing can vote. Ballots are due August 10. The ASHRM
nominating committee is chaired by Sandra K. Johnson RN,
ARM, FASHRM; and consists of: Ann Abke RN, ARM, BSBA;
Kathleen T. Connolly RN, MSE; Karen A. Karcher ARM; Kelley
Woodfin RN, BS; and Fay A. Rozovsky, JD, MPH, MHP,
DFASHRM (Ex-Officio). The Task Force wishes to thank all of
the nominees. This year’s slate of candidates for President elect,
Board and Nomination Committee exemplify the caliber and
quality of the ASHRM membership.

This year, ASHRM has established an Advocacy Committee,
led by Board Member Jeff Driver, and composed of leaders of the
following Task Forces:

  • Advocacy (Sally Trombly RN, JD, FASHRM)
  • Joint Commission on Accreditation of Healthcare
    Organizations (JCAHO) (Jill Fainter)
  • Legislative & Regulatory Tracking (Julia Brill)
  • Patient Safety Advocacy (Fay Rozovsky)

The mission of the Advocacy Committee is to further theASHRM Mission, Vision and Goals through the active attention to and participation in the legislative and regulatory process as they relate to healthcare risk management.

 

The goal of the Advocacy Task Force is to develop an advocacy
agenda in support of state or federal legislation when it directly
impacts healthcare risk managers and to develop a tool for the
frontline risk manager with limited advocacy knowledge to
become involved in advocacy efforts.

 

The goal of the Legislative & Regulatory Tracking Task Force
is to identify new and pending legislation and follow
development to feed information to the membership through
legislative alerts and E-news and to support the efforts of the
Advocacy Task Force.

 

In 2001, the Advocacy Task Force is responsible for working
with the Legislative & Regulatory Task Force to respond to the
following issues:

  • Patient Safety
  • Patient Rights
  • Workforce Issues/Concerns
  • Health Information Privacy

As part of this process, the functions of the Legislative and
Regulatory Task Force include monitoring legislation related to
these focus areas and notifying the Advocacy Task Force of
opportunities for ASHRM to comment to regulatory bodies.
Already this year, ASHRM has commented to the Department of
Health and Human Services (HHS) on HIPAA, and to JCAHO
on workplace standards.

 

In addition to providing comments on federal issues, ASHRM
provides expertise to the American Hospital Association (AHA)
on issues pertaining to their own advocacy agenda, which include:

• The hospital worker shortage
• Healthcare access and coverage
• Adequate caregiver payment under Medicare and Medicaid
• Quality and safety issues
• People taking care of people

The Legislative & Regulatory Tracking Task Force has established
a network of chapter liaisons who contribute to ASHRM’s
grassroots efforts by commenting on federal issues, as well as
keeping ASHRM informed about what is happening at the state
and/or local level. This network currently includes representatives
of chapters in Virginia, Idaho, Oklahoma, Montana, Kentucky,
Massachusetts, Colorado, New Jersey, California, Pennsylvania,
Washington, and Wisconsin.

Members of the Legislative and Regulatory Tracking Task Force,
as well as Chapter liaisons, will also be available at the Annual
Conference and Exhibition in Boston, on Wednesday, October 31,
2001, from 12:15 - 1:15 p.m.

 

The AHA Political Action Committee (PAC) raises and spends
nearly two million dollars per election cycle making it the second
largest healthcare PAC in the nation. The AHA PAC is a critical
piece of the ASHRM advocacy program. If it is easier for you to
participate in the advocacy process by writing a personal check,
contributing to the AHA PAC is for you.

 

 

Contributing to the PAC is the best vehicle available to ASHRM
members to assure a political voice and presence on Capitol Hill.
Together with AHA PAC, we can help elect people who care about
America’s patients.

 

You can support ASHRM’s advocacy initiatives by sending us
your contribution and joining us in Boston. If you cannot attend
the Annual Conference, consider contributing to the PAC anyway.
Your commitment will help ASHRM reach its 2001 PAC goal of
$5,000.

 

Finally, a PAC reception has been planned for the evening of
Wednesday, October 31, 2001 at the Sheraton Hotel, Boston, from
4:00-5:30 p.m. Our special guest for the reception will be Marilyn
Yager, Executive Director of the Bernard Schwartz Center, a non-profit
organization whose mission is to promote better
communication between caregivers and their patients.





Perspectives from the Executive Director


As the summer heats up, ASHRM’s momentum grows stronger and stronger. On May 31, ASHRM concluded the six-month pilot phase of the Claims Data Gathering Project. The purpose of this initiative was to develop and test a comparative reporting capability that measures the effectiveness of hospital risk management activities and assists risk managers in identifying “better practices.”

 

Risk Managers and other healthcare professionals celebrated
National Healthcare Risk Management Week in June. The week
was a wonderful opportunity to acknowledge the demanding work
of healthcare risk managers and to celebrate the enormous
contribution that these professionals make to the healthcare
industry — and celebrate we did!

 

The overwhelming success of ASHRM’s June 20 satellite
broadcast, “Disclosure of Medical Errors: Demonstrated Strategy
to Enhance Communication,” was the result of many hours of
diligent planning and perseverance by the video education task
force and ASHRM staff. Good job! Look for more details on the
event in this issue of the Forum.

 

All applications have been received for this year’s Distinguished
Service Award (DSA). The DSA is the highest honor that the
society bestows and it recognizes exemplary service to the society.
The winner will be announced during the Annual Business
meeting, Tuesday, October 30, 2001, in Boston.


With all of this under our belts, it is hard to believe we are only
half-way through the year. The Journal Author Support Task Force
has been very busy. The Task Force has established a mentoring
program for anyone interested in writing for the Journal of
Healthcare Risk Management. The Journal has a readership of over
4,000, and it is a tribute to the vast experience and dedication of
the ASHRM membership. Writing for the Journal distinguishes
risk managers among their peers. If you are interested in writing
for the Journal, please contact me.


 

The Innovation and Research Awards Task Force has also been
hard at work this year. I would like to personally thank all those
who submitted abstracts for both awards. The Task Force reviewed
and evaluated all abstracts in early May, and notified participants
of the status of their entry. Whether your abstract was selected to
move forward or not, we hope the process of researching and
developing your project was rewarding. Given the caliber of the
initial abstracts, the Task Force and I will be very excited to review
final papers which are due at the end of July. Winners will be
announced during the Annual Conference and Exhibition.

July 31 is also the deadline for receipt of entries in the Chapter
Recognition Program. To acknowledge the vital role which chapter
programs play, ASHRM will offer four awards of $500. Thanks to
both the Chapter Relations Task Force who implemented the
program this year and to the Past Presidents’ Council, who will
judge the competition. Please visit the Awards section of the
ASHRM Web site for full details on the program.

 

ASHRM’s Module series continues with the presentation of
Module IV, “Cents and Sense of Risk Management: Risk
Financing, Workers’ Compensation, and Safety & Security,” in
Denver, CO, September 10-11, 2001. Kim Willis and Jerry Rakes
will provide expert advice on this challenging aspect of risk
management. Readers can learn more about the entire Module

It will not be long before ASHRM presents Revolutionary Ideas
in Risk Management, in Boston, October 29-November 1. The
creative minds of the annual conference committee have been hard
at work, planning what will surely mark another milestone in
ASHRM history. Room blocks at the conference hotels are rapidly
filling up, so make your reservation today. This is the first year that
ASHRM has produced a unique Annual Conference Web site. Go

Peggy Nakamura named to Business Insurance’s Risk Management Honor Roll


In April, ASHRM Past President (1997) Peggy L. B. Nakamura,
was named to Business Insurance’s (BI) 2001 Risk Management
Honor Roll. This prestigious award, created in 1981 by Business
Insurance, a publication of Crain Communications, recognizes
Nakamura’s outstanding achievements and leadership in risk
management.

 

“It was a nice surprise!” reflects Ms. Nakamura, Executive
Director, Risk Management, Associate Counsel, Adventist
Health/West. As BI notes in their April 30 issue, Nakamura’s
efforts to integrate claims and administration with loss control for
hospital professional liability, general liability and workers’
compensation, has shaved millions of dollars from the
organization’s risk management budget over the past nine years.

The Risk Management Honor Roll, first presented in 1978, is
designed to recognize outstanding achievements in risk
management in different types of employment categories. Ten
independent judges from all sectors of the risk management
profession and the insurance industry selected the 2001 BI Risk
Manager of the Year and the Risk Management Honor Roll.
Honorees are selected based on the judges’ assessments of the risk
managers’ programs, as detailed in their nominations. Ms.
Nakamura was ranked the highest scoring candidate in the not-for-
profit category.

 

Reflecting on her achievement, Ms. Nakamura expresses a sense
of realization for the healthcare risk management industry as a
whole. “There are so many different components to healthcare risk
management. It’s really great to see healthcare risk management
recognized among the risk management profession,” she explains.

Ms. Nakamura’s career in healthcare began in nursing in the late
1970s. Most recently, Ms. Nakamura joined Adventist Health
System in 1992, and in 1997 she was promoted to Executive
Director, Risk Management.

 

Not surprisingly, Ms. Nakamura’s achievements have been
documented through ASHRM publications. In ASHRM, The
First Twenty Years (2000), she notes “ASHRM continues to be an
important part of my life and undoubtedly will be for the
remainder of my career.” When asked recently about the two
biggest issues facing healthcare risk management from her
perspective, Ms. Nakamura notes that the requirements and
implications of HIPAA, and the Patient Safety initiatives will
dominate her workload.

 

Ms. Nakmura holds a law degree from the University of the
Pacific’s McGeorge School of Law in Sacramento, CA, and a
Master in Business Administration (MBA) from Golden Gate
University, also in Sacramento. She is a Distinguished Fellow of
ASHRM, a designation which acknowledges her superior
achievement of professional excellence in the healthcare risk
management field. Please join the ASHRM Board of Directors
and staff in congratulating Ms. Nakamura.

Meet ASHRM Staff Member Sara Haase

Sara Haase joined ASHRM as Manager of Meetings and Exhibits on March 19, 2001. Sara is responsible for planning educational and other meetings, as well as planning and executing the Annual Conference.

 

Born in the Chicago area and raised in Louisville, KY, Sara is really a Southern girl at heart. Higher education brought Sara back to the north side of the Mason-Dixon line, when she attended Miami University in Oxford, OH. While Sara was earning a Bachelor of Science in Business degree with a focus in Marketing, her family moved even further south to Nashville, TN.

 

After college Sara landed a job with a destination management
company in Chicago. She worked with associations coming to
Chicago for conventions, planning tours and parties for the not-for-
profit sector. With some experience under her belt, she moved
to another destination management company, this time working
with international in-bound travelers to Chicago’s conventions.
Sara’s region was England, and this position, she says, provided
experience in working with many different cultures.

 

Destination management work gave Sara a solid foundation and
great experience to move into her real passion, meeting planning.
With two years of planning experience, Sara jumped at the chance
to join ASHRM to begin what she calls her “dream job.”

Sara enjoys running, reading, going to movies and spending time
with friends and family. An avid runner, she plans to run Chicago
half-marathon on September 9. Through her high school choir,
Sara enjoyed being part of President Clinton’s first inauguration,
when she was featured as part of the choral group singing on the
steps of the Capitol. Sara also had the good fortune to travel to
Greece last summer and will do so again this year.

2001 ASHRM Annual Conference and Exhibition Web Site
In June, ASHRM launched its Annual Conference and
Exhibition Web site. The new site, a sub-site of ASHRM.org, has
been designed to present a wealth of information on all aspects of
the conference, including:

• online registration, in a functional and easy to navigate format
• information on keynote speakers
• concurrent sessions descriptions
• continuing education credits information
• details about the conference hotel
• Boston attractions
• a Frequently Asked Questions (FAQs) page

Check the site frequently for updates on the conference.
The 2001 Exhibit Hall is shaping up to provide information on
a huge variety of products and services. The site features a
complete listing of exhibitors, as well as details on special
conference features and events.

 

Prior to the conference, Module I: Healthcare Risk and Insurance
Management, Components of a Fundamental Program
, and Module
V: Survival Skills for the Risk Manager in the Organization
will be
presented concurrently. This is the last presentation of both
Modules in 2001. Readers can now register for Modules online,

Satellite Broadcast Addresses Disclosure of Medical Errors


The June 20, 2001, satellite program “Disclosure of Medical
Errors: Demonstrated Strategy to Enhance Communication”
aired live from the NBC Tower in Chicago and was viewed at over
100 sites across the nation
.

 

Moderator Dr. Peter Salgo facilitated a lively and cutting-edge
exploration of disclosure from the perspective of four risk
management key players, including a Claims and Insurance
Industry Representative, Attorney, Medical Officer and Risk
Manager. Throughout the program, the issue of openness and
honesty came to the forefront.

 

“We can all be better prepared,” said ASHRM President Geri
Amori, PhD, CPHRM, ARM, FASHRM, as she explained that
the recent Patient Safety Standards from the Joint Commission
on Accreditation of Healthcare Organizations (JCAHO) include
specific standards on the disclosure of medical errors. She also
added that “ASHRM believes that disclosure is, in essence, telling
the truth,” and she encouraged viewers to read ASHRM’s recently
published white-paper, “Perspectives on Disclosure of
Unanticipated Outcomes Information,” which is available on the
ASHRM Web site.

 

ASHRM thanks all those involved in this huge project. Special
thanks goes to panelists Dr. Terril H. Hart, MD, Larraine
Gerelick, Susan Schwartz and Doni Haas, RN, LHRM. The one-hour
program was orchestrated by an eager and resilient Video
Education Task Force under the leadership of Marianne Davis
Task Force members include Christine Clark, MT, JD, Linda E.
Jones, MHA, CPCU, Vickey Masta-Gornic, Margaret Ramirez,
MPA, Lee Ann Scott, RN, and Kathryn Eblen Townsend.

Chapter News

CHICAGOLAND
The Chicagoland Healthcare Risk Management Society’s annual
meeting, held in April, was characterized by outstanding attendance
— due in large part to the program topic of every risk manager’s
concern — “Patient Safety.” The program featured an interactive
presentation from the Illinois Department of Public Health. Other
program topics included the “Sentinel Event and Root Cause
Analysis,” and a panel discussion on the handling of the IOM
report. Incoming Executive Board Members were announced:

ILLINOIS
The Illinois Society of Healthcare Risk Management held its
annual meeting in Springfield, IL on May 4, 2001. The meeting
was entitled “Patient Safety Standards/Medical Errors — Where Do
We Go From Here.” ASHRM past president, Grena Porto, spoke
on “Patient Safety: The New Risk Management Frontier,” and
President-elect, Monica Berry, presented a program entitled, “Can
We Provide Safe Patient Care In Nursing Chaos?” The meeting also
included Patricia Staten, from JCAHO, who spoke on the JCAHO
Patient Safety Standards and Kevin Miller JD, who spoke on
medical error disclosure and protections. The new 2001-2002
ISHRM officers were also announced prior to the start of the
meeting. They are:

PENNSYLVANIA
The Pennsylvania Association of Health Care Risk Managers
(PAHCRM) held a conference call meeting of its Coordinating
Council to finalize a sample Patient Safety Manual to be distributed
to members. The contents include a Patient Safety Program; Policies
on Culture of Safety, Adverse Events, Event Reporting,
Sentinel/Serious Events, Non-punitive Reporting; Education
through overheads for employees on the policies and on how a
physician can give full disclosure, and an informational brochure for
patients and families on hospital safety; Forms for Failure Mode,
Effect and Criticality, for Aggregate Data Collection and a new
Patient Safety Tracking Tool (PSTT) and follow-up. Members can
use and adapt the material. If the material is used, sections can be
revised to reflect the institution’s committee names, etc. This
comprehensive manual was e-mailed to members prior to the
JCAHO implementation on July 1, 2001.

PHILADELPHIA
The Philadelphia Area Society for Healthcare Risk Management
has planned the following educational programs. Speakers for

SOUTHERN CALIFORNIA
In keeping with the Southern California Association for
Healthcare Risk Management’s (SCAHRM) tradition of providing
its members with timely and useful educational programs, the
annual education conference, was deemed a resounding success by
conference attendees. The conference held again this year at the
Rancho Las Palmas Resort in Rancho Mirage, focused on survival
in today’s risk management environment and featured several review
courses for those planning on taking the CPHRM examination,
which was administered immediately following the conclusion of
the conference.

 

SCAHRM welcomed ASHRM President, Geri Amori, who gave
the opening address examining trends in healthcare delivery systems
and the impact of computer related technology on society. The
SCAHRM Players presented part two of a docu-drama on surviving
a sentinel event, further developing the theme presented at last
year's conference. This year's Players included Ms. Amori.
“Medicare Fraud and Abuse Enforcement” was presented by
Knichole Rosales and Michael Khouri at the April monthly
educational meeting and, in June, Thomas Garite MD, lead
investigator for the Multi-Center Fetal Pulse Oximetry Study, spoke
on “Fetal Pulse Oximetry.”

 

The chapter Web site is now “up and running” at
www.SCAHRM.org. Congratulations, also, to the SCAHRM
members who sat for the CPHRM examination.

International Chapter Focus - Brazil


In 2000, the Associação Brasileira de Administração dos Riscos na Saúde (ABARS) became the newest international affiliated ASHRM chapter. ASHRM recently caught up with ABARS President, Gilberto Baumann de Lima, to discuss the progress of our Brazilian counterparts.

Gilberto has been working in the Healthcare Risk Management and Healthcare Law fields for 20 years, and has been a member of ASHRM for 18 months. When asked about the challenges facing risk managers in Brazil today, Gilberto notes that educating healthcare professionals and their institutions on the importance of adopting preventative practices is a major objective. He adds that the same applies for the government as an institution, says Gilberto, which has not yet realized the impact of risk management on the quality of care and its cost.

 

The next question which comes to mind then is “how big is the
risk management industry in Brazil?”

“Officially, we are the only group working in the risk
management field,” says Gilberto. He notes, however, that risk
management shows great potential in Brazil, adding that
according to the Brazilian Main Health Statistics (IBGE), there are
55,226 healthcare institutions functioning actively in the country,
and 30,755 of these institutions are located in the south and
southeast regions, where ABARS is also located. He also
comments that in Brazil, the number of insurance products in the
healthcare industry is limited.


In closing, Gilberto notes that ABARS is excited about the
potential that risk management presents, especially during
difficult times for healthcare institutions and professionals, with
judicial claims increasing due to the media and to the recent
legislation on consumers rights. “Both require healthcare
professionals and institutions to be extra vigilant in documenting
good quality of services rendered.”


ABARS Objectives for the year ahead:

  • To establish the risk management idea and principles
    throughout the country.
  • To establish written practices in the documenting of procedures
    of healthcare risk management, especially in the relationship
    between patients and healthcare professionals.
  • To offer intensive courses throughout the country and, if
    possible, in Latin American countries, introducing the
    risk management work and fully educating healthcare
    professionals and institutions on its importance in the
    health field.
  • To make patients’ written, informed consent mandatory before
    the governmental authorities.
  • To lead healthcare professionals to preserve the physical and
    mental integrity of the patients.

Claims Data Gathering Pilot Project Concludes

On May 31, ASHRM concluded the six-month pilot phase of
the Claims Data Gathering Project. The purpose of this initiative
was to develop and test a comparative reporting capability that
measures the effectiveness of hospital risk management activities
and assists risk managers in identifying “better practices.”
ASHRM’s objectives for the project were to test the viability and
effectiveness of standardized risk management definitions,
capture information on events reported through internal versus
external notification, and, eventually, identify performers that
appear to be using “better practices."

 

The pilot project, which was officially launched at ASHRM’s
20th Anniversary Annual Conference & Exhibition last year,
successfully accomplished the collection of data from ASHRM
members in over fifty hospitals nationwide. The pilot project is
the culmination of the efforts of ASHRM’s Claims Data
Gathering Task Force, in collaboration with the Center for
Performance Sciences, an organization retained by ASHRM to
design, develop, implement and service a computerized data
collection tool to support the project. At this time, the data that
has been collected is being analyzed to examine the effectiveness
of the process for carrying out this type of project.

 

ASHRM invites anyone interested in finding out more about
this project’s experience to attend the presentation at ASHRM’s
Annual Conference & Exhibition in Boston, entitled “Claims
Data Gathering Pilot Project” on Tuesday, October 30, 2001,
from 10:30-11:30 a.m. This session, presented by Larraine
Gerelick, Chair, ASHRM 2001 Claims Data Gathering Task
Force, will describe the history and breakthroughs discovered
from the pilot project, and the design and implementation of the
pilot project. Participants will review the data elements that were
collected and what was learned from ASHRM’s first attempt to
quantify claims information, learn about the pilot project and
understand the need for standardized definitions, and discuss
possible future data gathering and analysis opportunities.

ASHRM Announces 2001 William J. Curran Student Writing Award

On June 21, ASHRM announced that Mary B. Jones RN, BSN,
CIC, Clinical Risk Manager, Pinnacle Health System, Harrisburg,
PA, won this year’s William J. Curran Student Writing Prize. The
Journal Author Support Task Force reviewed all entries in the
competition and singled out Ms. Jones’ paper, “Underdeveloped
Infection Control in Ambulatory Care - Research Study,” for its
overall superiority in the categories of creativity, originality, quality,
use of resources, readability, and timeliness.

 

The winning paper addresses the disparity between the provision
of services and resources for infection control in the acute care and
ambulatory care settings. Ms. Jones describes “incongruities that
conflict when patients receive the majority of their healthcare in a
system that is deficient in one of the basics designed to keep them
free from harm — a formal, effective Infection Control Plan.” At
this time, the data that has been collected is being analyzed for the
purpose of examining the effectiveness of the project.

 

The winning paper also describes a study undertaken at Pinnacle
Health System Primary Care Centers that endeavors to develop an
effective infection control program for Ambulatory Care. Through
the study, managers and staff were provided education on basic
asepsis and infection control principles and instructions on use of
a surveillance tool. The study utilizes a self-assessment surveillance
tool to collect data on direct observations and staff ’s responses to
questions on infection control principles. The study is in its
infancy and more data is needed to evaluate its effectiveness. In the
meantime, ASHRM awaits the results.

 

The William J. Curran Student Writing Prize is named after the
late Professor Curran, a pioneer in legal medicine and an educator
who taught healthcare risk management at Harvard University. All
papers in the competition were evaluated in a blind review process
by the Journal Author Support Task Force. Mary B. Jones was
awarded a cash prize of $500 and will be recognized at the
ASHRM 2001 Annual Conference and Exhibition in Boston, MA,
October 29 - November 1. The winning paper will also be
considered for publication in the Journal of Healthcare Risk
Management of the American Society for Healthcare Risk
Management.

E-Learning Survey Explores Path to Future Educational Opportunities


ASHRM, in conjunction with the American Organization of
Nurse Executives (AONE) and eleven other Personal
Membership Groups (PMGs) of the American Hospital
Association (AHA), conducted an online learning survey during
the months of May and June. The online survey was posted on
the Web sites of all participating organizations, and the volume
of responses was very encouraging.

While results of the survey have yet to be correlated, it is clear
that e-learning is an area of interest to the PMG membership.
Almost 75 percent of ASHRM members are online, either at
home or at work, and there is a general desire to explore
e-learning further. Watch for details of the survey results in
upcoming issues of the Forum.
